  26.     The IBM PC display adapter hardware controls cursor blinking, and 
  27. there are no blinking controls available in the hardware. The DOS utils
  28. to which you refer are trying to play games with character sets and 
  29. hooking the timer tick interrupt to include and then make invisible the
  30. cursor and so on; they can't control the real cursor blinking because there 
  31. isn't any control. Sorry to report this, but the question comes up every
  32. few months and there isn't a satisfactory solution.
